The Parliamentary Network of the Non-Aligned Movement was established during the 143rd Assembly of the Inter-Parliamentary Union (IPU) in Madrid, Spain on the initiative of President of the Republic of Azerbaijan Ilham Aliyev in his capacity as the Chairman of the Non-Aligned Movement. The 2019 NAM Baku Summit had decided to expand and deepen its interaction and cooperation with parliamentarians. This Network will enable parliaments to promote the fundamental values and principles of the NAM, provide parliamentary support for decisions taken by the Member States of the Movement, and contribute to the resolution of issues of common interest to the Member States of the NAM. It has been designed to play the role of a new multilateral cooperation platform in combating emerging global risks and threats. The Parliamentary Network of NAM will work towards effective partnership & cooperation with the IPU to advance the common agenda of development.

Acknowledging the significant role that parliamentarians of the NAM Member States can play in ensuring full and effective compliance with the founding principles of the Movement, the Chairmanship of Azerbaijan intended to initiate parliamentary cooperation within NAM. Traditionally seen as part of the domestic politics, parliamentarians mainly reflect and represent the visions of their populations. However, emerging parliamentary diplomacy highlights the role of parliamentarians as active members of the international relations, who can translate international policies into the national frameworks, and ensure accountability of the governments’ compliance with their international obligations. This resulted in more and more institutionalized parliamentary cooperation examples on regional and international levels, founded with an aim to address expanding international agenda and its domestic effects.

The Baku Conference of the Non-Aligned Movement Parliamentary Network under the motto “Boosting the role of national parliaments in promoting global peace and sustainable development” was held from June 30 – July 1, 2022. Abdulla Shahid, President of the 76th session of the United Nations General Assembly, addressed the Baku Conference and appreciated the role played by NAM in fostering the principles of multilateralism and global peace. He remarked: “At a time when global challenges continue to mount and test the resilience of the multilateral system, the continued strengthening of the NAM and the NAM Parliamentary Network is cause for hope”. He also commended Azerbaijan President Ilham Aliyev and the NAM Chair for demonstrating foresight and leadership during the early months of the COVID-19 outbreak when he called for an online summit-level meeting of the NAM Contact Group under the theme, “United against COVID-19 pandemic”. “As the NAM Parliamentary Network gathers strength and plan your way forward, I urge you to consider gender equality – and parity – in society, in parliaments, and in addressing the challenges we face”, he noted in his address.

Azerbaijan President and the NAM chair Ilham Aliyev said that the NAM Parliamentary Network not only will contribute to solidarity between our countries, but also will establish close working relations with different parliamentary organizations of the world. He also said that under Azerbaijan’s chairmanship, NAM took other important initiatives such as the NAM Youth Summit and the creation of NAM support office in New York. The Azerbaijan President outlining the vision of NAM remarked:“ Non-Aligned Movement is the second biggest, after the United Nations, international institution. I think that we need to consolidate our efforts to strengthen our potential, to strengthen solidarity, try to speak with one voice. I know that there are certain problems between some member states. I think that NAM can be a platform to find resolution to these problems and also should be a platform to defend the interests of our countries, because members of NAM, many members of NAM, have similar history, similar problems, faced many times injustice and tried to defend their national interests and we can do it together. Together we can do it more efficiently and we speak for that. Therefore, initiatives of Azerbaijan as a chairman of NAM were aimed at strengthening solidarity and mutual support and institutional development of our institution and maybe at a certain stage to transform it into an organization”.
