NAM reiterates the significance of the implementation of the Right to Development

The Right to Development is an inalienable human right by virtue of which every human person and all peoples are entitled to participate in, contribute to, and enjoy economic, social, cultural, and political development, in which all human rights and fundamental freedoms can be fully realized. The Right to Development was proclaimed in the Declaration on the Right to Development, adopted in 1986 by the United Nations General Assembly (GA) in its resolution 41/128. The Right to Development was defined as a comprehensive economic, social, cultural, and political process, aimed at the constant improvement of the well-being of all individuals. It looked beyond GDP as a measure of development, calling for integrated approaches to peace and disarmament, human rights, and development. Underpinned by the principle of cooperation, the Declaration also called for creating an enabling environment through equitable international relations.
Non-Aligned Movement realises the significance of the Right to Development for the all-round socio-economic development of the Global South. NAM has underlined that democracy, sustainable development, and the respect for all human rights, civil and political; economic, social, and cultural rights, in their universal, indivisible, and interdependent character, including the right to development, are all closely related and mutually reinforcing.

During the 51st session of the United Nations Human Rights Council (HRC), a biennial panel discussion on the right to development was held on September 15, 2022. The panel discussion deliberated on challenges and opportunities in realising the Right to Development. The 35th anniversary of the adoption of the 1986 Declaration on the Right to Development thus providing an opportunity to take stock of the role that policies at the international and national levels can play in both its realization and in creating obstacles thereto.

Ambassador Galib Israfilov, Permanent Representative of the Republic of Azerbaijan on behalf of the Non-Aligned Movement, delivered a statement during the panel discussion and reiterated the commitments of the NAM to promoting and protecting human rights, in particular, the right to development as an inalienable and integral part of all universally recognized human rights and fundamental freedoms. He stated that the commemoration of the 35th anniversary of Declaration on the Right to Development is a timely opportunity for international community to take stock of the achievements and identify the challenges in realization of this human right. He stated that high-level discussions like these can generate fresh ideas on how to operationalize the right to development, including through formulating and implementing effective development policies at many levels for overcoming the setbacks triggered by the COVID-19 pandemics.

Ambassador Galib Israfilov stated that as one of the longstanding goals on the UN agenda, implementation of the right to development has evolved into a priority task for the Non-Aligned Movement since the adoption of the Declaration. He mentioned that informal discussions on the “Right to Development: Challenges and opportunities in achieving its realization,” were recently organized by the Azerbaijani Chairmanship of Geneva NAM-Chapter with broad multi-stakeholder participation has highlighted the importance and potential of practical engagement of many actors in operationalizing the right to development.

The Ambassador mentioned that upon the initiatives of NAM important human rights mechanisms on the right to development have been established and help developing countries to realize their aspirations at the UN. He said that NAM highly appreciated the work carried out by relevant mandate-holders working towards realization of the right to development. Activities of the Special Rapporteur and Expert Mechanism on the Right to Development are complementary to each other and can greatly help the developing countries and individuals to better understand the benefits of implementation of this right both nationally and globally. On behalf of NAM, Ambassador Galib Israfilov urged the UN High Commissioner on Human Rights and, in general, human rights machinery to ensure the operationalization of the right to development as a priority, including through the elaboration of a Convention on the Right to Development.

Another speaker representing NAM at the panel discussion was Ordukhan Gahramanzade in his capacity as the Designated Chairperson of the Non-Aligned Movement Youth Organization. Ordukhan Gahramanzade noted that sustainable recovery and development in the post-COVID period was a necessary condition for the realization of the Right to Development.
