NAM calls for addressing challenges faced by UN peacekeeping mission

Non-Aligned Movement shares the United Nations objective of maintaining peace and preventing conflicts, promoting dialogue, cooperation and fair solutions. The Non-Aligned Movement has made immense contributions to the work of the United Nations. Through the years, the concerns and views of Non-Aligned Movement countries have shaped the UN agenda, from peace and security to sustainable development and human rights. Non-Aligned Movement attaches great significance to the United Nations peacekeeping operations as a comprehensive strategy for maintaining peace and recognises the contributions that peacekeepers and peacekeeping missions make to peacebuilding. NAM members represent two-thirds of the UN membership and contribute around 90 percent of UN peacekeepers.

On November 1 and 2, 2022, the Fourth Committee (Special Political and Decolonization) of the United Nations General Assembly held a general debate on all aspects of peacekeeping operations in which a few Member States of the Non-Aligned Movement reiterated the stand of the Movement on UN peacekeeping. Morocco, speaking on behalf of the Non-Aligned Movement underscored the importance of ensuring consensus among Member States on the development of policies related to peacekeeping and called on the United Nations Secretariat to ensure that any policy work stream is duly submitted for Member States’ consideration, through an intergovernmental consultation process, before its implementation. The statement by Morocco stressed that the UN Security Council must draft clear, focused, sequenced, prioritized, realistic and achievable mandates, in consultation with the host States as well as troop- and police-contributing countries and added that peacekeeping efforts must be accompanied by economic recovery and capacity-building efforts, based on national ownership. Morocco’s statement, on behalf of NAM, called on the Secretariat to ensure the timely reimbursement of troop- and police-contributing countries for their peacekeeping contributions, he said those countries should not bear financial burdens, given their sacrifices for peacekeeping, most importantly in the form of human lives. The statement by Morocco also drew attention to the threats faced by peacekeeping, including risks arising from disinformation, misinformation and hate speech campaigns, and hence, the statement urged the UN Secretariat and host countries to work together to ensure accountability.

Non-Aligned Movement accords great significance to the adoption of the draft resolution on financing for peacebuilding on September 8, 2022. When the resolution was adopted, Bangladesh, speaking on behalf of the Non-Aligned Movement, emphasized the importance of the resolution in addressing the peacebuilding funding gap and highlighted the necessity of reflecting on all means of financing in accordance with national priorities.

During the general debate of the Fourth Committee held on November 1, 2022, the Philippines, associating its statement with the Non-Aligned Movement, also stressed the need to push forward the implementation of reforms to strengthen peacekeeping operations. The statement by the Philippines noted the significance of the adoption of the draft resolution on financing for peacebuilding on September 8, 2022, which encouraged States and partners to increase their contributions to peacebuilding and sustaining peace. The statement by the Philippines stressed that multi-year flexible funding was crucial to ensure this.

Egypt, also associating its statement with NAM, highlighted the unprecedented challenges faced by peacekeeping operations as they work in complex security contexts where armed groups and organized criminal networks are active and there are tensions between host countries and missions. Egypt called for improvements in the human, financial, technological and medical capacity of UN peacekeepers and emphasized the need for better data assessment on security threats.

On the second day of the debate, a few more countries associated their statements with NAM. Tunisia said that peacekeeping operations are more important than ever in light of the conflicts around the world. Reiterating the importance of clear mandates with clear objectives and stronger trilateral cooperation, the statement by Tunisia said that missions must be adequately resourced. The statement by Tunisia also highlighted the need to enhance the role of women in peacekeeping and peacebuilding. The debate highlighted that the Non-Aligned Movement and its Member States are committed to ensuring that the process of UN peacebuilding is effective and have contributed towards the UN efforts to achieve sustainable peace.
