Belize Horizon 2030

The government of Belize under Prime Minister Johnny Briceño is committed to ensuring that the objectives of Horizon 2030 are implemented in the country’s planned medium-term development strategy over the next four years. This development strategy focuses specifically on poverty reduction and social protection and inclusion; economic transformation and growth; reduction of the trade deficit; citizen security; protection of the environment, and removing corruption at government level. The CEOs in the Ministries of Finance, Economic Development and Investment, Dr. Osmond Martinez, and Sustainable Development, Climate Change and Disaster Risk Management Dr Kenrick Williams. Representatives on the committee hail from both Ministries and the Ministry of Human Development as well as associate support agencies like the Statistical Institute of Belize and the University of Belize will be part of the group that will devise the final modalities of the strategy by end of this year. The strategy is expected to build on and draw from Horizon 2030.

Belize Horizon 2030 is the long-term development framework for Belize. Horizon 2030 embodies the vision for Belize in the year 2030 and the core values that are to guide citizen behaviour and inform the strategies to achieve this common vision for the future. It represents the consolidated views of many stakeholders–young and old, men and women, students and teachers, politicians and voters, employers and employees, public and private sectors, farmers, tourism operators and artists. The objective of the Horizon 2030 Framework is to establish a set of long-term development goals, targets, and indicators that will guide concerted action by all stakeholders involved in the development, implementation, and monitoring and evaluation of both long term and intermediate sector programs and Government’s long and medium-term development strategies.

The Horizon 2030 Framework covers several thematic areas that are organised under 4 main pillars: The first pillar is democratic governance for effective public administration and sustainable development: This entails the following: Strong “watchdog” groups in the non-government sector will hold politicians accountable; Persons in public life demonstrate the highest ethical standards.; Government departments are free of corruption, modernised and focused on providing quality service to the public; Party politics is in its proper place so that it is less intrusive and divisive in the daily lives of citizens; Critical aspects of the political reform process are completed and; The society is relatively free from violent crimes. The legal and judicial system is credible and capable of solving all kinds of crime and dispensing justice in an equitable and fair manner to all.

The second pillar is Education for Development – Education for Life. The objectives under this pillar entail providing quality education that is free and compulsory to at least the secondary school level. The second education goal is to ensure delivery of quality and relevance in the curriculum by integrating the expressive arts, sports and physical education, science and technology, environmental education, and entrepreneurship. The third goal is to create an education system that is inclusive, reflecting Belize’s multi-ethnic, multi-cultural, multilingual society.

The third pillar is “Economic resilience: Generating resources for long term development”. This pillar contains the following economic goals: To increase agricultural production in a sustainable way and increase local values added through the development of agro-processing; ensure a sustainable and profitable tourism sector; develop a strong small business sector, a strong workforce and a strong corps of entrepreneur and; Ensure that government can make timely investments in key economic infrastructure. The fourth pillar is “The Bricks and the Mortar: Healthy Environment”. The document of Horizon 2020 states that in order to achieve this goal, it is vital that the public health system takes a decisive shift towards emphasising healthy lifestyles as the core of preventative care. Healthy lifestyles include eating healthy, exercise, responsible sexual and reproductive behaviours, effective pre – and post-natal care for mothers and babies, and appropriate mental health policies.
